The History and Political Science departments of Hans Raj Mahila Maha Vidyalaya
organised an International webinar on the topic “Pandemics: Historial Perspective and State’s
Role towards an Individual”. The webinar was started by Mrs. Nita Malik , Associate Professor ,
Head Political Science who commenced by expressing gratitude towards our Chief Patron Dr.
Punam Suri, Padma Shree Awardee, President DAV CMC & Patron Sh. Shiv Raman Gaur, IAS
(Retd), Director Higher Education, DAV CMC. This was followed by the blessings from the
Almighty in the form of Gayatri Mantra. College Principal Prof. Dr. (Mrs.) Ajay Sareen
welcomed the resource persons who were from different streams to share their views on the
Pandemics and congratulated the departments for inviting such a star studded galaxy of resource
persons. She also thanked Justice (Retd.) Sh. N. K Sud, Vice President DAV CMC & Chairman
LC. She also infact highlighted the role of state during the COVID times. Later Mrs. Protima
Mander, Head History Department introduced the topic of the webinar along with the guests.
The webinar started with Prof. Sukhdev Singh Sohal’s wonderful insight into the
historical perspective of the pandemics. He opined that History has been narrowed down to the
tales of king and kingdom. But history deals with people . He gave a valuable insight on the
major pandemics and how these have transformed the world. Prof. Immanuel Nahar, Chairman,
Minority commission Punjab & also Prof USOL Punjab University gave an insight into the
centre-state relations in the light of COVID -19. He also highlighted that rights & duties go hand
in hand. Dr. Rakesh, Associate Professor in Political Science, School of Social Sciences GNDU,
Amritsar brought to light the challenges to Democracy during the present times. He talked about
the centralising tendencies which were creating imbalance in the society. He opined that in the
present times NGOs and citizens are not able to vent out their grievances. He also highlighted the
role of the fourth estate.
Er. Malika Vij, HRM, Toronto, gave the perspective of how the Canadian government
took steps towards tackling COVID -19 which included financial assistance to its citizens and
state of the art heath care facilities. Dr. Kamla, Assistant Professor of Political Science, USOL,
Panjab University gave her thoughts on the pandemics impact on the average citizens especially
the migrant workers. Advocate Brijesh Kumar gave an economic impact analysis of the ongoing
pandemic and how this black swan event was being taken as the scapegoat for the ongoing
economic downtrend. He questioned whether GDP as a parameter was correct indicator of
Economic Growth.
The session ended with a vibrant question answer round where the viewers asked various
questions from the resource persons. Later Mrs. Protima Mander, extended the vote of thanks to
all those who made this webinar a resounding success.
